Jim, WU0I is a US Foreign Service Officer presently stationed in Addis Ababa, Ethiopia. Through his website, he explains below when ET3JD will be on air:
—–
Formalities for the importation of my amateur radio equipment are wrapping up, and I expect to have the gear, and the permission to use it, completed within 2 weeks. Next will come construction of an antenna and the deployment of my equipment. I expect to be on the air by about October.
Modes I anticipate using include PSK31 and possibly RTTY (for contests mostly), SSB, and CW. My CW is pretty rusty, so please be patient with me! I’m not sure yet which bands I will end up using most, but for sure I will try to get on 40, 20 and 15 meters, plus I would really like to spend more time on the WARC bands — particularly 30 and 17 meters. I will be using home-made wire antennas, and plan to experiment with different designs.

Hello!
I am Marko, 31 and will come to Ethiopia on 10.11.2009. Will cycle further north to Aksum and than back to Addis. After I will continue down south till Bujumbura/Burundi! Is it possible to operate from your station, using your callsign for a few hours, during my stay in Addis?
Best regards from Slovenia Marko, S57MW
To help Marco, if anyone knows Jim ET3JD well enough to contact, please pass on his comment. Tnx!
