		<description>9Q0AR currently only counts for DXCC for QSOs from January 1, 2001 through March 28, 2004, reports DXCC Manager NC1L, Bill Moore.  Osten (SM5DQC) is confident that Gus will be able to obtain new documentation for the DXCC Desk.  Apparently the 9Q0AR license has expired.  However due to bureaucracy things are very slow and expensive in the DRC.

		<description>I hope you guys have proper paperwork made up by PTT in Kinshasa, to present ARRL. PTT in Kinshasa is the only authorities bureau to issue Ham radio license. As after 2005 the 9Q0AR hasn’t been legal because of false paper, made up by the chairman of 9Q0AR radio club</description>
